This has got me a little confused. The car on the right is a Peugeot 205 T16 (I have a soft spot for these cars). It looks like an official rally version (ie, sponsors, etc).
But can anyone explain the spoliers - are they for real? Judging by the filename of the image it looks like the year is 1988. What rally/race would this have been?
BTW - This little Peugeot is chucking out 420bhp (depending on model)!

Very perculiar indeed. I don't think that it was from Pike's Peak, because I think that the cars used there were yellow. They also definitely didn't have extended wings in that style.
Regarding the date, bear in mind that Group B only lasted for part of 1986 for Peugeot. They raced Pike's Peak for a couple of years after that I think, but by 1988 the car was a 405 T16, which had "high" but not "long" spoilers.
I would say that it is a Rallycross car with "DIY" spoilers - partly because of the high level brake lights.

Not Pikes peak.... The roads are not that flat, or paved.
BTW I have "done" Pikes peak (don't tell anyone that it took about 45mins and it was in a hire car, chevy blazer, and I had to keep stopping for my wife to take photos )
