Is it a aftermarket DV on the car. Impreza's are notorious for running crap with aftermarket vent to atmosphere DV's on, overboost is just one of those issues. Put it back to a recirc valve and will improve the engine's health.

the DV will be open on tickover, soon as u touch the throttle it will close

All parts can fail bud, as stated bailey or any aftermarket dump valves for that matter.. Imprezas tend to like the recirc. Through my experience with turbo cars, and I've had quite a few trust me.. Dump valves usually lose boost when failing trough worn springs etc. not course overboost.
I'd be checking the actuator first off. Or have you recently had the exhaust fitted? As this can increase spool speed and course boost spike..
Anyone who would like to add or correct me feel free

Has it been mapped for the DV, Filter and Exhaust?

Check to see if the waste gate pipe didn't pop off

Do you have one of those nasty manual boost controllers installed?
