Default Rusted part below rad replaceable? Bugeye wagon

On my bugeye WRX wagon (2002), I can see that the steel below the radiator, it's not part of the c shaped subframe underneath the car, it's above that/below the rad and it's rusted a lot. It runs across the front and some minor parts are bolted to it. I believe it's part of the chassis, but I've not taken apart the car to check (behind the bumper/headlight/rad etc). Anyone know if it is part of the chassis?

Also as it's badly corroded is it possible to cut out and replace? It kinda slots/is bolted to/welded to the main rails on either side, but again I've not taken every thing off to check how it's attached. Guess that would determine if it's replaceable (are there replacements or would I need to cut something off another scrapped car). The main rails at either side look ok (from what I can see), I think the part rusted when my rad went and was dripping water for a long time before I could figure out what the leak was.

The lower radiator support is welded in, can be replaced and costs around 160 for all the bits needed from subaru as it comes in bits.
