Anyone replaced this part is it bolt on or is it welded i will get a pic on it's the bar that you see when looking through the lower grill think it has the upright that has the horn attached to mine has got rust hole at each end haven't had the bumper off yet to have a proper look.

 

sorry to say this panel is welded on and form part of the front end.

 

My car has the same problem. I was quoted £300 to remove bumper, cut out rusty tie bar and weld in new one. That's with me supplying the tie bar, £100 ish for the tie bar from subaru! £400 ish all in...
