Why does the touch up paint say Arctic Silver?

No idea mate, but the paint code 792 is definatly Royal Silver

I think it was called Arctic silver in some of the other countries where these cars were sold.

Mines Royal Silver (MY99), when parked next to an MY98 mine looks like it got a hint of gold in the colour
