My imprezas from 97 have all had a tacho generator on the gearbox feeding to the speedo. Is your model older than this? I think you will find that the speedo drive is off the same place on the gearbox.((Passenger side) Sometimes the cable centre just becomes rounded at one end and you can get away with taking out the old inner and replacing it with the new inner out of the new cable. If you could do this, you wouldnt need to take the dashboard apart, as I guess thats what you are really asking.

I've posted quite a lot of info about speedo cables (and reduction gearboxes for japanese imports) etc on here in the past.
Unfortunately search isn't working ....
It is fairly straighforward, but fiddly, to remove and refit the speedo cable.
Gearbox end can be reached from underneath the car.
Often it will just be one 'end' that has come off or loose, and can sometimes be recrimped etc.
email me if you need any specific info or advice, particularly once you know which bit has gone
PS You check engine light will come on shortly, if it hasn't already, and you will be limited to 4500RPM
