Windscreen cleaners at traffic lights

Nearly lost my rag yesterday morning when a journey across London and back involved 4 "confrontations" with windscreen cleaners. They all seemed to be near-Eastern immigrants men, women, children and babies (not that it matters who they are) and I don't know if the police have any powers other than to move them on.
However, I did find the perfect solution, and that was to turn on the wipers on the fast speed! Any other tips? Waving arms and saying 'no' doesn't work.

Having lived/worked in London I find that NOT coming to a full stop helps. i.e. leaving a gap that you can roll through means they don't know where to start..
