What the hell is a "Broquet Fuel Catalyst"?

and are they any good. I've just found out that my MY00 has one filled!

Its supposed to increase more torque and power by enhancing the fuel some sort of like increase the octance or something,. Mine had one installed in both engine room and in tank, but can't feel any difference and its heavy..... just a waste of money.
