What's all this about Police and exhaust noise levels.

Reading a few post it seems a few people have been stopped for excessive exhaust noise.
Does anyone know the LAW and where we all stand LEGALLY as prob 80%+ of scoob drivers on here have modded exhausts.
Can you refuse to accept a ticket if there has been no equipment used to record a noise level.
I just want to be prepared incase it happens to me.
What will it be next.
