Reg Number transfer from NI

Just bought a nice (cheap!!) personalised plate from a guy in NI off Ebay.
He claims he needs me to pay £80 so he can transfer the reg from his car to mine (it cant be "retained").
I have no idea if thats ok or not.
Anyone know anything about transfering car reg's between NI and England - and does what he says sound legit?
