Saw this on breakfast news today. apparently public spirited civillians are to be issued with speed guns and are to go onto the roads and speed test drivers. any over the limit will have their numbers taken down. Although they have no power of arrest and prosecution, a warning letter will be sent to you if you are over the speed limit.
This is a fantastic idea.
Imagine the letter you would get.
Dear Mr. Boy,
I am writing to inform you that you were caught speeding by our new civillian speed initive on the 24th December. The good people manning the speed trap informed us that you were doing 39mph in a 30 limit. They also inform us that you stopped to enquire if they had any power of prosecution. Upon them informing you that they didnt, you made a further 3 passes of the speed trap at 65, 89 and 128mph, each time stopping to ask the speed trap "how was that?" You then proceeded to perform donuts dorectly in front of the speed trap. Unfortnatly there is **** all we can do about so please dont do it again.
Thank you.
P.C. Victor Foxtrot.
I'm off to find one right now!

You can actually buy a speed gun in the new Demon Tweeks catalogue.
About £300.

I do know that the above does sound amusing, but think about it. A civilian does not really have the powers of arrest, but they could still make a civil prosecution againgst you for dangerous driving or whatever. Whether it actually would lead to a conviction or not, im not sure, but it would cause you a lot of aggro.
I say, that if they are getting civilians to do this type of thing, then perhaps our own vigilante justice might also come into play.
I see some of these 'civilians' ending up in hospital.

Boo hiss! never let the facts get in the way of a good joke.
In any case, the article said that they had been instructed to back off if anyone started on them. I should imagine there will be a lot of backing off then
