Please Help with new personal index plates

I have a new scooby on order, but would like personal plates
All I want to do is not have the 03 bit in it, as i dont want to show the year of the car.
I have looked at the http://www.dvla-som.co.uk/ web site but don't know what to do in the case of a brand new car that has not been registered.
what is the best way (and cheapest) way to go about this remembering the car has not been registered yet?

You can put any plate on a car, providing it's not newwer than the car.
If you buy one from the DVLA, or anyone for that matter, you get a retention certificate which you pass to the dealer, and they can register the car with your plate from new. My last 2 Scoobs have started life as J8SHS.

You need to put the plates on retention - ie the car you want to sell gets its original plates, and you keep the personalised set for transfer to another car. Costs 80 quid, and takes about 4 weeks.
