How do you change the thread title?

I'd bet you can do it with access to the back-end database. i.e. change the "Title" field of the particular Post dB record. Users can't do it 
and I can't see Simon (Webmaster) doing that on a regular on-demand basis. I doubt that Mods have that degree if access, although I believe they can delete threads.
