Second hand P1 for sale?

Our local free paper ( Thurrock Yellow advertiser) came in on friday. At the back was an ad from some garage in Southend(not subaru) for a W reg P1, delivery miles, £39,995! I'd of thought they'd try for more than that.

Its a typical dealer scam. This will be a new car which will/has been registered and driven round the block and then put back on the forecourt at the same price BUT now it does not include VAT so the dealer makes more than selling a new one. Tell him to go and take a running jump or report him the HM customs and excise and IM for deliberate VAT fraud.

Doesn't VAT apply to cars resold up to SIX MONTHS old.
Aslo, if it was a simple VAT scam they wouldn't be charging a premium of £8,500
A local dealer told me that IM were looking for verification of orders to prevent this from happening!

I saw the same advert but didn't manage to get down to the place during the weekend for a reccy. The place is a second hand car dealership and has sold several used Scoobies to date - the one's I have seen have been "M" or "N" reg, or from Ireland and he was not able to tell the new owners about any mods that had been done. One of these cars was at ScoobySport when I was there one Saturday having it's identity unravelled and problem fixed properly by Pete.
All in all not a good place to buy anything as specialised as this from IMHO. Interestingly, I wonder what IM's reaction would be to this advert if it was drawn to their attention? Have the P1's really sold out, or is this guy buying from a dealer and selling on to bank the lump sum?
Suggestions anyone....

Its quite clever actually, how can they sell a car they dont actually own yet ? As no P1's have been delivered to anybody, it makes you wonder doesnt it ???
