Rear No. Plate Lights

My stationary car jumped out at a 17 year old a week ago in a car park, he did the only thing an idiot in that position could do and reversed into the back of it . Only damage seems to be that one of these lights isn't working (it is possible they are not linked but he made me notice). Have bought a replacement bulb but when I tried to undo the 2 screws securing the unit together I found 2 lumps of rust where the screws used to be. The car is a MY00 and I am having huge difficulty getting one of them off.
Just thought I should check that they do need to be undone and that the bulb and connecting cable do not just pop out of the back.
Any advice?

I have just replaced the lumps of rust in mine (when changing a bulb) with aluminium self tapping screws.
I got the old ones out using 2 methods.
1. using a junior hacksaw cut a slot in the lump of rust and undo using a tight fitting screwdriver.
2. clamp mole grips on the lump of rust and undo.
They are a pain to get off so when done don't put back anything that will rust.
The bulbs not working is a common fault so check reqularly.

Don't loose your temper ! There a pain to get out but the plastic is easy to break.
If you need any of the self tappers e mail me as per profile and I'll post a few out to you.
Just thought of a 3 rd method - you could always grind the screw head off pull the plastic out of the way and clamp mole grips onto the remaining thread to undo.
