All IMHO -
In everyday use compared to a stock STi7 or 8 - possibly. You'll have as much power, more torque and lighter weight. The engine will pick up from lower revs with a stronger low end torque band, so it will be nicer for day to day, even if it's not much quicker when you're pushing it. Don't overlook the STi's 6 speed box, fancy diff and generally slightly tighter handling. PPP'd STi, you'd need a bit more to keep with.
Compared to a "vanilla" EVO, you won't have as much power, don't have as much torque, don't have the weight advantage, and they tend to have slightly better gear ratios, not to mention AYC and a stiffer suspension meaning significantly better handling (on a smooth road at least). Think you'd need nearer 300bhp to live with it, and even then would probably lose in the bends.
I've just about held on to the back of a PPP'd STi with Ecutek, decat etc in my MY02 WRX (284bhp/272lbft) up to fairly silly speeds, but would say it had very slightly more than me.
Having said that, the differences will be fairly small, and in many circumstances, driving ability will make much more difference than the difference between the two cars.

I'V had my o3 ppp for two weeks now, And i caen recomend it. More power threw mall the gears, You can feel the extra 30/35 bhp working.
The noise is increased inside the car by virtue of the back box, When giving a bit of stick the flat for burble (and then some) is back.
I have no flat spot when going threw the gears power seems to quite linier.
Keep you eye on the speedo i got a suprise when i looked those mph are dispatched in no time.
GO FOR IT!!!!.

McRash - You wont be disappointed!! Good power increase and a nice sound, without being too loud. On the motor way I can hardly hear the exhaust or perhaps im just used to it now.
Its still a smooth acceleration, rather than the big surge like the older jap imports, but its when you look at the speedo and you think ...ah better slow down now!!

Davestamf - my 03 WRX with PPP is still running sweetly, the hesitation has not returned since fault codes were cleared from the ECU by my dealer.
The car has now done 4k and is starting to loosen up nicely. It is pulling stronger, cleaner and more consistantly through the whole rev range now. All I can tell you is that right now I believe the problem was with the ECU fault codes, and not something inherently wrong with the Prodrive Pack. I guess only time will tell if it is cured for good, but having put another 1k on the car since the ECU was reset I am v. hopeful
The car feels how I imagined it would all along - which put simply is 'awesome'! My only problem now is I want to keep going out for a blast all the time, so my work is suffering a bit
