tuning for £2000

For those of you who were at the redline rumble you may have seen this.
A mate who has a P-reg impreza turbo (standard 210?bhp, 4 door, light blue) took on his brother in a yellow M3 coupe (standard). He lost by approx half a seconds each time (low 14s compared to high 13s for the M3)
Following this humiliation by his brother (not the car, just the fact that it was his brother!) he has given himself a £2000 budget to modify the imprexa so he can win the rematch.
Now, my question to you guys is, What are the best modification to make given his budget? My limited knowledge suggests exhaust and filter route but all suggestions will be appreciated.
And also if you guys know a good tuner in the midlands (coventry) area could you let me know.

i,d say go for the three letter option
N O S
£2000 should give him a one run monster
or a combination
failing that 20Lb of shaped semtex should get him down there in
about 4 secs!!! (Joke)
I,d go the nos route if they can turn a jag into a porsche eater

Front mounted intercooler
uprated turbo
ECU remap
Thing is he would also need an exhaust and filter to go on before this and it might stretch the budget..

Full de-cat exhaust £400+
remap/ new ECU £100-500+
Air filter £80-150
Dawes device £40 or electronic boost controller £300+
Knock link and sensor £150?
Boost gauge £50+
