MY95 WRX - At what RPM should it boost???

Sorry for posting this here instead of 'Drivetrain', but I need a quick response. The car is fully decatted with Piper-x filter and modified ECU (PROVA map to 16.5psi, with RPM limit raised by 1K).

It used to boost somewhere not to far beyond 3K RPM originally and with ECU mod. Engine has had a recent build and the builder has advised that it appears to boosting around 4.5K RPM.

Can anyone advise when it should boost? When their WRX boosts or if it is abnormal for a WRX to boost this late. Also, any ideas on how to rectify or identify the problem would be appreciated?

OE 95WRX according to a rolling road plot the torque plateau of the graph started at 3700 rpm, I got it to 3500rpm with a Dawes.

From that I suggest max boost (0.9bar) in 4th gear is made at 3700 onwards, however I suppose you should feel it coming on boost a bit earlier?

Hope this is some sort of pointer.

That is useful, I would be expecting the car to really start moving before the 4K mark.
