With an arch roller...
It usually bolts to the hub's wheel mounting face (using the roadwheel studs/bolts) and is then rolled back and forward against the metalwork of the arch, applying gradual pressure (heat should also be applied to help the paint flex without cracking, although the paint can crack regardless in some cases) until the metal is folded back.
With skill and care you can also push the arch further out on cars with already-flared arches.
