It's wrong.
The standard viscous centre differential has a 50/50 torque distribution, although there is some conjecture whether the unequal drop gears used on the UK and European market cars give a slight bias to the front wheels.
The only production Imprezas that have a rear biased torque distribution are the DCCD equipped cars, which have a 33:66 native torque bias to the rear axle.
