Unhappy help: cant subscribe!!

I`ve activated a new paypal account, but when trying to pay my £25 with paypal I get told this payment exceeds my limit. below is some of the message.

No Withdrawal Limit - withdraw unlimited funds from your PayPal account.

Step 1:

On your next credit card statement, find the four-digit Expanded Use Number that will be printed in the item description section of the charge.

Step 3:

does this mean i have to wait till i get a credit card statement in a months time?

This is only the case for a small number of people. Paypal do not give info on how they decide, but say it has NOTHING to do with your credit rating, etc.
