That 'chatter' is typically due to the turbo stalling. It happens when the car doesn't have a blow-off/dump valve. It doesn't depend on an induction kit, but having one fitted would probably make it more audible. Be aware that this *can* damage the blades in some turbos.

Not sure what you mean by "rally chatter" but if its what I think you mean then its the anti lag system that causess the rapid fire sound effect. Not turbo friendly as the system keeps the turbo spinning at medium to high revs at all times, when the system is in use, to stop the turbo from stalling.
BTW, uses shedloads of fuel too but if you want this system then you won't care about something as mundane as excess fuel consumption.

What you want is hard to replicate on our cars as its very hard to get the wastegate chattering. The best you can do is fitter stiffer spring in your dump valve or a stronger dump valve altogether.
