who checks the quality of SUL at the pumps

I know 'Weights & Meassures' used to check and hopefully still do check we are getting the correct volume of petrol at the pumps but does anyone check 'what it says on the can' is actually delivered?
I normally use Esso SUL, in my MY01 WRX /PPP, and generally get it from the same garage without any problems but occasionally I have had to put in Optimax and the BP equivalent and been less than impressed with the way the car ran.
Does anyone actually take fuel from the pumps and analyse it to see if it is SUL or Optimax etc. rather than normal unleaded?
Otherwise what is to stop a petrol station just serving normal unleaded from all its petrol pumps, irrespective of what the pump says?
anyone with knowledge or inside information on this subject?

Can't answer your question, but I have also had bad tanks of 'SUL' in my 93 WRX.
First time it happed I thought something had broken - the car ran that badly.
From experience, I now avoid Texico SUL, and any petrol stations which look as though they would only get a small volume of SUL traffic through them....I'd prefer to put in 95 + booster and not pay the excess for something that might not be what it says on the lid.
