Default radiator; what does this mean..?

Was doing the usual round of basic checks on our Corolla last week, when I checked the water level in the rad. It had a kind of milky white crap on the surface - is that normal?

Both the water, and the level seemed fine, but I remember reading something about milky water one of those Auto Express guides to buying secondhand...

May well be nothing/me talking out of rear - but thought best to check

Sounds like Oil contamination, what about the oil refill cap?

If you have the same contamination in the oil filler cap too then the possibility is that you have a head gasket issue. Water and oil mixing together.
