Default NIP

I am probably being a bit stupid here, but if failing to fill out a NIP, carries the same penalty as the offence its regarding, why should we bother to fill one out?

Am I missing something.

Why go through the hassle and help the old bill, if the outcome is going to be the same?

Failing to furnish carries a different dvla code (MS90) and usually has a greater loading on the insurance premium. However in certain circumstances taking a ms90 code offence might be better than being banned for, lets say, doing 150mph and being charged with dangerous driving aswell
