All new petrol cars from 1992 had to be fitted with a catalytic convertor - which tells you that they were compulsory. The effective date when a CAT became an MOT requirement could be later.
Look at the vosa.gov website - you may need to ring their helpline to check. The rules could be different for non UK supplied models.
Like you, I see a lot of dates. I always thought it was cars registered new from 1/1/93.
You may have to search on a lot of forums or sites before you get a straight answer.
