Do you consider modding a running cost?

We all know insurance, servicing and fuel are necessary and unavoidable costs of scooby ownership. I would consider these to be running costs as they are an ongoing financial drain. But what about modding?
Stacks of people on here complain about running costs yet they seem to factor modding into the expense. Surely this is painting a false picture.
I would say a mod is a one off purchase i.e. you can either afford it or you can't but once its bought running costs will remain the same. I would call a mod an "optional ownership purchase".
