Bug eye benny

Hi guys.
I'm after a little advice. I'm currently living in York but are moving to the other side of the world (new zealand) in 2 weeks time. I have seen an Impreza out there on their version of ebay. It's a 2000 (bug eye) and has 58,000 kms on the clock (about 38-40,000 mile i think). As it's a private sale what should i be looking out for ? Should the cam-belt have been replaced by this mileage ?
The owner also wrote on his ad that it has a boost controller and is running 1.3 pound of boost but it can be changed. What is the standard boost level for this model and what is it safe to run at ?
