Don't know, but it's his problem, not yours.
What do you mean by his "TV" supply?
If there is an interruption in the screening of any coaxial cables in his system, then he will get interference. Quite how starting your car would cause it, I don't know.

Our digital reception goes **** up when a car goes past. Digital recepition is poor in our area so any electrical activity makes it pixel. Thats life! we can't all live in a field with no neighbours.

It's caused by 'impulsive noise' which is produced by the coils and, in your case at least, the starter motor. There's not a lot you could (or necessarily should) do about it, though there's a suppression capacitor fitted to the car which may have failed. It's probably OK if your own TV and radio are unaffected, though.
More than likely, your neighbour's dish has been installed with poor quality cable with inadequate shielding. Replacing that is the only real fix.
