APEXi Power Intake Panel Filter - wet or dry?

As the title says...if anyone on here is running an APEXi Power Intake Panel Filter (red with white Apexi lettering, looks like a K&N in the pictures), is it a wet/pre-oiled filter like a K&N/Green etc or is it dry like an STi panel filter or the APEXi Power Intake funnel filter/induction kit?

Cool. Is it the same stuff as on the STI panel filters do you know? Apart from the STi have a foam layer and then mesh over the top of that as well.
