WRX STI local dealer v WR1

WRX STI local dealer v WR1
My local independant has a black WRX STI up for sale with 50000 miles. He can't tell me if it has the PPP pack, and is asking £15k. Great dealer but has a tendency to give good trade in and high selling price. If not pppd, whats the bhp as 'standard'. Its a 03 plate.
How can I check if its been PPPd. Were certificates issued at the time. It has a full Subaru SH, which I have not yet seen.
£15k looks too high to me - views appreciated.
Alternative is a WR1 with 45000 miles on for £19k thru a Mitsi dealer.
Took my mates WR1 out on Sunday, and it went superbly, esp compared to my old Evo8 fq330. But the colour!!!

i bought my 2003 black STi (PPP) with 25k miles 6 months ago.
I got a lifetime RAC trackstar subsciption, 2 new rear tyres and an extended 12 month warranty after the Subaru one finishes this year. They did the 30k service and an MOT all for £15k.
There is a certificate from the dealer that installed PPP to confirm the car has this. All PPP cars should have this cert.
a standard STi has 265 bhp - with PPP takes it to approx 305 bhp but that was an ideal figure. On a recent rolling road day mine ran 288 bhp at fly wheel which i think is about normal for a PPP car.
knowing what i know now i would not bother with PPP but get an idenpendant specialist to remap the ecu and fit descent exhaust. That way the remap you pay for would be specific to your own car - the Subaru PPP option is an off the shelf fit all cars upgrade. In fact i would probably buy an import (JDM and/or Spec C).
The WR1 is basically an STi with prodrive springs (and other suspension tweaks) and PPP with a bit more approx 320 bhp. At the same RR i went to a WR1 actually ran 310 bhp at the wheel (i think)
So you will get more go from the PPP/WR1 option over a standard STi but its not the only option (check out Powerstation, G-Force motorsport, TSL websites).
As for the money i think it sounds a little high especially if there is no PPP. A dealer near me has a '05 (54) black STi and about 10k miles for £18.

310 bhp at the wheels, I doubt that very much. That would eqaute to somewhere around 400bhp at the flywheel.
£15K for a 50K MY03 STi is far too much money.
If he can't prove it has PPP then he must sell it to you assuming it has no PPP.
262BHP as standard 265PS -------- 305BHP with PPP
Check out the for sale section on here, better deals to be had.
