S204 would be the most advanced Impreza, rare and probably the best but not necessarily the quickest.
Classics.... long time ago for them though the 22B is a bit special
Spec C type RA?
The S204 has more developement but is heavier..... looking more towards the S204 here

It is, quite simply, different for every person!
The best Impreza to my mind is a 5-Door, Classic, UK Car, from the years 1999 or 2000 ....................... it beats any of the 2-door coupes for sheer practicality, whilst delivering the same 'real world' performance!!
To think otherwise is folly!

I think for the person who has,god forbid, a Caravan or a bunch of dogs to cart round with them,then yes the wagon may be the best car Subaru ever produced, then for the enthusiast who like to go faster around the bends and on the track then something like the 22b or typr ra would be the ideal car.
My own view on this but wont be shared by all would be the 22B then the Spec C followed by the WR1 and last the P1.
The p1 came last because and only because they seem to be a little more delicate for our RON fuel.

WR1 is a tuned uk car with dccd, P1 has a JDM map, Spec C has a JDM map but has better knock adjustment.
If you want the best, then look at whats coming next, no matter what people say, the developement of the Impreza over the older models in performance, handling and drivability shows that Subaru are doing something right and the S204.... its the most advanced in these areas though it also has a JDM map.

My favourite Impreza is the 1995 altered-production STI Type-RA. White, roof vent, DCCD, 275PS and a manic final drive ratio: nothing else comes close.

MY06 Spec C will run rings around all earlier Scoobs in a race
They may be slightly heavier but are excellent cars that compensate for this with better handling, more grip, more power and more torque.

Given the choice, I wouldnt swap my Spec C for any other Impreza (past or present), unless it was a 06 version (but then I am not too keen on increasing the weight, so that would be a tough call).

This is the only forum marque and perhaps website, that I have ever seen owners slag off another model in the same range! That is not something to be proud of!!!
Get a grip and chill out.
If you dont like a specific model fair enough..... but giving it a proper slating when so many people who go on here have them is arrogant and up your own ****.
