I've seen one in Halfords made by Hammerite, it is black and sticky, comes in a tin and is applied with a brush, dries very slightly tacky, and 'contains Waxoyl'. (By that I assume it contains the rust-inhibiting ingredients of Waxoyl).

the hammerite chipgaurd dries hard.
says on can tough and durable coating
protects against stones,salt,damp,rust
remains flexable will not crack or peal
easy to apply non drip formulation
ideal for lower seal,dody panels
over paintable with most top coats
froam the makers of waxoyl
ive used this on three cossies and a series one rs turbo the finish is good enough for shows and have never had a problem with rust of any sort and the dirt just washes off easily
