Default requirements for give driving lessons

My young brother who is 19 has taken his driving test and failed.

I'm planning to insure him on my golf (2nd car) and give lessons as it would be much cheaper. What are the basic requirements, obviously insurance but anything else? any of you done the same?

Hold a full license yourself, and I think that's about it.

Edit : Oh and "L" plates
