What is the correct name for an outside lane hog?

You all know who I mean. You've probably queued behind him this morning on the way to work. Joins the motorway at Leeds, straight into the outside lane and stays there until he gets to his destination at Luton. Or takes the outside lane of a dual carriageway because he's turning right at the seventeenth roundabout 10 miles ahead. Or dawdles down the centre lane of an otherwise deserted motorway at 50-60 mph, forcing anyone who catches up to take the outside lane to pass, eventually boxing in some drivers when the traffic builds up.
Rear vision blindness may be the cause, or is it a toss-up (close to a phrase coming to mind) between bloodymindedness and stupidity?
Anyway, back to the question: what are they called and is there a suitable collective noun?

Would like to say **** YOU to the little nobead in the 318Ti who sat up my ***, and then up the *** of the cars in front.
Didn't think it would be fair to brake test him. Dont want to contaminate my P1 rear bumper with BMW filth.

A "W" for w@nker suzuki small thing driver who remained on the wrong side of the road after overtaking to stop me overtaking him/her. Anyone who knows the road between Helmsley and Stokesley across the NYork moors will know what a stupid w@nkerish thing this is to do!!!

I agree with absolutely everything you lot have said above. But do you have to say it so graphically?
What's the point of asterisk censorship if everybody gets round it? Might as well switch off the "censor" function.

Surely that cannot work, if you doing 80 , the relative airflow rearwords would have a large enough drag component to take the jet water with it rearwords.. even if it is positioned forwards, does it work?

People who won't move out of the way when someone faster wants to overtake are very very dangerous. Not only do they make frustrate faster drivers into going up close behind them but they also make it very very dangerous as faster drivers will tend to drop into the middle lane in an attempt to overtake.
Good on you for moving over and having the maturity and brains in letting him past
-even if he did annoy you to get past.. it worked. I wish all slower drivers would move over on the M6 when i am traveling.
If there is a long stretch and no one in the middle lane.. I find a flash of the lights works in them pulling over and letting me past.

Yup, the guy behind you is known as a BMW driver, 2 inches off your rear bumper, overtakes (or undertakes you and cuts you up) then sits up the **** of the car in front!!
