my windows will not stay clean. help!

i wash my windows, but the very first time i wind them down and back up, they are filthy and full of lines from the pads/rubbers. Drivers one is the worst obviously as it's had the most use.
I have wound them down and cleaned as best i can, the top felt lines rubbers as best i can which were filthy, but it hasn't helped at all.
How can i fix this??? I presume i need to remove the inner door panel and clean whatever padding/rubber is inside the door, or replace them if they are wrecked??
Is this what i need to do? If so how do i get the doors to pieces etc. And there is another way. Please enlighten me!

I use a White Vinegar/Water mix.
2 Parts Vinegar/1 part water.
Spray it on and wipe in. Move the windows up and down several times with your soaked cloth both sides and keep doing that.
I find after 2/3 times, whatever is inside the door goes away.
Do this about 2/3 times a year.
