Engine Rebuild/replacement???

MY 98' uk turbo has just stopped on me. Compression tests claim that there is 30% coming from one side no compression from the other(this is what the garage says?)
As I have 78k on the clock im contemplating what to do??? Does anyone know where I can get good used/refurbed engines from?? Or where I can get my engine rebuilt at a decent price??
If the compression is not right, what could the problems be, as the Scoob dealership garage claim it will take 8 hours+ just to take the engine apart and find the problem?? At £80 an hour+ vat, I dont know if this is such a good idea?Can anyone suggest any ideas for me???
