Not strictly true... example of a Standard Evo VII in basic guide (260BHP) vs a STi PPP (305BHP) would be a bit of a mis-match in favour of the STi.
Generally the statement is correct though since the chances are you are up against one of the FQ variants which included 300BHP, 320BHP and i believe 340BHP models.
Dependant on which one you are up against is dependant on how much modification you would need to make to an Impreza to meet its Evo counterpart like for like.. or even better it.
Ideally you need a MY05 STi with DCCD-A to match a Evo VII handling wise (models years before this suffered from understeer and require further suspension modifications to be on a par)... and you need to throw upto 2k at it to get it upto power spec. All in all you are better off just buying an Evo VIII and seeing how he likes them apples.

This should do the trick and it's within your budget https://www.scoobynet.com/private-sa...e-ra-sale.html
or you could go for a spec c but they go for 16k+
ps evo 7's only go up to fq300

From: Near a V-Power petrol station or A&B roads
You will find it hard to find an my52+ sti modified for £12k or less that is modified handling and power wise above 300bhp (but I could be wrong) but if you get one with stage two powerstation mods (or similar spec) for handling and say the TSL 333 mod you will be sorted.
Of course mine is longer than his (AP 6 pot, Tein with electronic damping, 355+ bhp, whitelines, etc MY53 ...) Thats unless he has gone to say near 400bhp and similar handling and stopping power
Also try a classic shape P1 or Type R modified to say 320 bhp again £12k can be a tight budget for a car with the right mods you want. But try PistonHeads Classifieds
