Wondering if this could be the root cause of some people having problems? It apears that NTL/Virgin (and probably other ISP's) are using traffic shapping and 'throttling back' your connections in over subscribed areas.. so that everyone gets an equal share of the bandwidth.
Which could be why poor ole me in sunny back hole town of Neath am not suffering problems, but if your in Manchester way with lots of other people the ISP is just over subscribed in that area?
I found quite a few forums complaining, seems to be only some users some of the time!

I think its all the spam posts that clog up Scoobynet... this has a ripple on the space time continuium resulting in many posters showing off their ugly faces on Facebook.
Links from Facebook to MySpace cause even more havoc, allowing other dimensional gremlins (2 foot high and a slightly off green colour) to invade our internet 'phat pipe' which happens to 1 mm wide, resulting in an already slow www to get even slower.
Add to this the phenominon known as Viagra-Spam and you have a recipe for disaster.
Thus the perpetual cycle continues and we get a clogged up tinterwebnet... or maybe not.
I drank too much coffee... I am using Zen Internet, they are great. Pricey compared to others but then you get what you pay for and with Zen I get a hassle free connection. No traffic shaping or port blocking, 8 static ip addresses and 8mbit speeds (I get anywhere from 6.5 to 7.5mbits in real world speeds).
Best place to check is thinkbroadband :: The UK's largest independent Broadband / ADSL review site - Your guide to UK broadband Internet. - nice charts to compare your ISP with others and see who is the best.

The reason this site is slow at times (IMO of course) is because the server it is being hosted on is unable to cope with the traffic at peak times, for example 12 - 1 pm are pretty crap as everyone gets their lunch at work and logs on at once!
