I want to say that it is all computer generated, but I'm not so sure ...... wouldn't it be great if these were really houses with sequenced lights? 
Thinking about how I would do this trick is this, I would set up a camera outside the house (a stills camera) on a tripod, I would switch all the lights on and take a picture ...... then I would turn each section of lights off, taking a picture at each step.
Using the pictures in any order you wish would get the desired effect.
How people have the time to do it though is staggering.
