What boost should the car be running and what car is it?
I've been thinking about it and it could be a couple of things. It could be a weak actuator, something that has changed the airflow and the car isn't mapped for it or it's going into limp mode. If you give us more details on the model and spec it'll make it easier to diagnose what is causing it.
