running fine ? as in what ?
it wouldn't be running fine if you lost boost
try looking for any split pipes or pipes that have shifted around the intercooler, dump-valve, inlet , turbo areas
might have a slight split in one of them

The Boost Control Solenois is on the drivers side inner wing just in front of the suspension turret, under the alarm, you will see the pipe coming from the T-piece on the turbo (bwteen the compressor out and the actuator) to the BCS and from the BCS to the air intake pipe.
You really need to get a boost guage, even a £15 cheapy is very useful for diagnosis, I just run the pipe through the door and stick it to the dash with bluetack, then remove it when I've finished the checking!
Its not unknown for the BOV to leak (back into the intake), you can block this quite easily on the 99/00MY's (inc P1) by cutting a piece of card to drop in between the bolts, so just loosen the two mounting bolts to the intercooler, slip the card in and tighten it back up.
