Hi my car has had a scooby ecu and a remap by scooby clinic a while ago my question is if i went for another remap would i have to pay for a licence or just the map

Just the mapping time providing you had it mapped with ECUTEK software and do so again. As you are in Swindon why don't you use Bob Rawle, the guy is a genius !!

your car being a 94, ecutek won't work on it.. therefore and as you mention scoobyecu I presume it has a chip plugged into the spare socket or a board.
This year of ecu can now be remapped using an ESL board which allows it to be live mapped. Assuming yours was done a little while ago it would have been a modification of the map off line, the chip or chips on the board loaded with the map via eeprom programmer and checked again which is a lengthy process and most mappers are hessitant to use this method anymore.
Scoobyclinic might still use it as you are an existing customer, or might still do it anyway not sure. However ultimately you really need to ask Scoobyclinic.

Then you need to talk to Scoobyclinic to see if they still remap the chip / board used in it.. the live mappable ESL board for the earlier car are newer than that.
