You know the was they can't do anything on someone from another country? If anyone was really determined to flout the good laws of this country, they could set up a database of people who live in the US, who are never likely to visit the UK again, and who want to make a few quid by providing an it was me service. E.G Joe Bloggs gets an NIP with Piccie - He claims it was Rsquire, and send cheque to Mr Squire for 100 quid. Mr Squire in turn puts his hands up and sends back a cheque for 60 quid and an aplology. No points to be found, and if the fine is payed there should be no further questions.
[Alternative solution provider hat off]
All completely illegal, so you shouldn't do it!!!! Do you hear me?

Our friend in the states wouldn't even have to pay the said fine, as the likeliness of plod trying to prosecute a yank is not high.
Will this thread end up steering in the direction of
"motorists being ripped off by the government for £1000's and turned into criminals because they are easy targets for plod"

Shades of Sparticus there.
I'm the driver, no I'm the driver etc etc. I bet they'd do everybody though.
Don't mess with the false driver thing. They have been known to check up on things such as passport records and aircraft tickets.

What about M3/Elise or similar owner in pub says I would really like to take your car for a spin.Mutual exchange of car keys followed by quick blat up the road in each others car.Oops, other driver must have run into Gatso, never did get his name.Would it work?Probably not.

What would happen if someone was driving your car with a view to buying it. You were in the car with them, you were telling them to slow down when the camera flashed. They gave you their name but it turns out to be a false name.
Not much could be done then!?!
