Question Who decided the layout for pedals in cars?

Just having this discussion in the office - how was the clutch, brake, throttle pedal layout chosen as the standard for road cars and who by? The Maseratit 250F F1 car that Brundle was driving on the Grand Prix coverage had a the brake/throttle the other way round...

It never used to be like that, the pedals and driving was very different with the first batch of cars produced

I seem to remember reading something about this in LJK Setright's wonderful book "Drive On: A Social History of the Motor Car" -- though what he said, I have forgotten!

Jeremy pot belly Clarkson knows the story as he recounted it to me through my telebox but a few months ago.
No matter how many times i tried to interject, he just kept on rambling and babbling.

There was an MOT test garage next door to where I used to be around 20 years ago who had an Escort come in with the pedals switched as the guy was disabled.
We heard the crash from where we were quite easily! It flew off the ramp, knocked a staff member out of the way (thankfully) demolished a desk, and embedded itself in the wall. Write off!

In the end they decided the little Austin 7 was the true genesis of the modern motorcar.
Athough they decided the Austen 7 was the first Production Blue print, I believe it was another older foriegn car, that had that first set up IIRC
