Strange over heating problem

I am trying to help a friend cure his over heating problem or rather get some info....
His engine blew a few months ago so he brought a recon bottom end, fitted it and did 1000miles to run in, No problems
Then it over heated, its in the garage who thought the head gasket had gone, but now its been compression tested and all seems fine, they have flashed the rad and had the thermostat out and thats opening fine.
The water pump has been removed and spins fine and they (the garage) say they have flashed the block as best they could.
But still its boiling up like a kettle.
Any ideas???
