1. 87 cases of speeding and no accidents shows it isn't that dangerous.
2. Surveillance photos won't count for much. he could stop round the corner and pass the mask to a friend who then passes the camera. They would have to have surveillance video from the house through to the camera. Surely then they would just stop him and issue a roadside ticket
