On a newage, you can use generic OBD2 scanners to get an idea what's going on. However, you get far more detailed information at a faster refresh rate if you use something that speaks the Subaru-specific Select Monitor protocol.
Classics don't have OBD2 - they're SSM only (and there are three different types of SSM depending on which MY you've got) so a generic OBD tool (like the ones linked to by Bushiwarrior above) will be no use to you.

Sorry to hijack but i have the same problem .
My car is a legacy outback built in 99 but is a 2000my.
New style obd readers do not work and would like to hookup to laptop to check out my fueling and o2 output

No direct Leggy experience, but common sense would suggest that the solution you want would be as per the 99-2000MY Imprezas. In which case a "dumb" ISO to PC interface and some software (ECUExplorer, EvoScan, DeltaDash etc).
