Default wrx and cold weather

hi these last few days my 98 wrx seems to have a lot of smoke coming out of the exhaust, i did a downpipe decat on it 3 weeks ago could it be running rich as oil and water levels are fine . or is it due to the decat and cold weather its a 3" exhaust from turbo back cheers j
