Notepad for beginners. Learn how to code HTML and CSS.
Then progress to programmes like Dreamweaver or Visual Studio that help you to do things quicker. Then when competent, consider cutting all corners and look at prebuilt CMS like Joomla, DotNet Nuke, Wordpress etc etc
If it is for anything other than a hobby site, hire a professional.

Notepad is good for learning the basics, along with this site HTML Code Tutorial - Free Reference Guide for Help with HTML Tags Including Form, Frames, Tables, and more!
I've just started using Dreamweaver and it makes life alot easier.
